Governance and Ownership
Since 1961, the Instituto Educativo del Noroeste, A.C. (IENAC) has been the governing body of CETYS University. IENAC is composed of regional leaders called Associates who advise CETYS leadership on priorities, plans and strategic initiatives and provide philanthropic support to the institution, including backing the scholarship fund.

Social and Emotional Learning (SEL)
The Center for Equity promotes an inclusive educational environment at CETYS Campus Tijuana where every member is accepted, valued and equipped to contribute positively to the community. It educates and acts proactively to create a healthy campus space free from harassment and conduct that degrades human dignity. It upholds the equal rights of all students and CETYS community members to be free from exclusion and to be treated with dignity. Special Educational Needs (SEN)

English as an Additional Language (EAL)
Inglés para profesionistas is designed for adults over 18 who want to improve their English with a practical, communicative approach. Learners can start at beginner level or advance, with interactive classes, real projects and highly qualified instructors. The program strengthens listening, speaking, reading and writing in every session. TOEFL examination is offered. Next term starts July 21, 2026.

Mental Wellbeing
CETYS Campus Tijuana provides mental wellbeing support through CEDE, which offers Psychological Counseling, Vocational Guidance and an Integral Formation Project; the Centro de Bienestar Integral provides nursing care and health information, health programs, conferences and counseling, and supports the Sí a la Vida program. Sí a la Vida promotes positive values, attitudes and behaviors across the CETYS community. Campus Tijuana runs mental health activities and training, including strategies for emotional skills and psychological first aid, to strengthen wellbeing and resilience.

Safeguarding
Campus Seguro is CETYS' initiative to ensure a space where discrimination has no place. The Centro de Equidad promotes an inclusive environment and ensures each member is accepted, valued and supported to contribute. Parent Experience

History
After its founding in 1961 in Mexicali, CETYS Universidad expanded to Tijuana in 1972 and to Ensenada in 1975 to educate the youth of Baja California. On August 11, 1972, in the former American Consulate building on Fresnillo Street and Agua Caliente Boulevard, CETYS University Campus Tijuana was formally established as the Centro de Enseñanza Técnica y Superior, which initially operated as a preparatory program. The dynamic elements that shaped the Tijuana campus in the 1970s were people—counselors, administrators, and academics—and the activities in sports, academics, and culture. These early developments helped define Campus Tijuana within the CETYS system.

Community
The CETYS community offers a vibrant student life across three Baja California campuses. Vida Estudiantil centers on Diffusión Cultural, Liderazgo Estudiantil, Bienestar Integral, and Deportes, with cultural workshops and groups, exhibitions and concerts, and athletic programs. CETYS supports more than 30 student groups and the Fortes Liderazgo program, plus the annual Congreso Anual de Liderazgo Estudiantil to connect student leaders. Campus Tijuana has modern infrastructure featuring innovative engineering laboratories, the CECE Building, and the Rodrigo Valle Hernández Gymnasium-Auditorium. A multilevel parking structure is connected to the new building by a pedestrian bridge. The Margarita Astiazarán de Fimbres Stadium is part of Campus Tijuana and has hosted major athletic events. Sports Facilities
Rodrigo Valle Hernández Gymnasium-Auditorium covers 5,000 m² and seats 1,500 spectators. It includes two hardwood courts for basketball and volleyball, retractable seating, a four-screen LED scoreboard, a press box, a weights area for up to 60 people, and an on-site nursing station. Margarita Astiazarán de Fimbres Stadium was inaugurated in 2000, has a capacity of 3,000 spectators, a synthetic field, a track, a batting cage, an electronic scoreboard, VIP boxes, and a restaurant. The stadium has hosted events such as the CONADEIP Stars Bowl in 2015 and 2017. The sports complex enables practice of soccer, American football, and flag football, and hosts training and competition events for CETYS.

Language Provision
The course language is Spanish, with some classes offered in English. English language courses are available. The CETYS Centro de Idiomas in Tijuana offers English programs for adults, for children and adolescents, and business English programs; TOEFL testing is available. French is available through language stays (Estadías Lingüísticas).

Immersion Programs
Language immersion experiences are offered through CETYS International Programs. Language stays (Estadías Lingüísticas) let students learn English, French or another language through intensive courses, living in another country for two weeks up to a year.
Admissions

Admissions
01 Pre-enroll: Fill out the admission form online. Pay the fee, after which you are assigned a student ID number. The fee includes the admission exam, a study guide, an English diagnostic evaluation, and access to a preparation course. This amount is credited toward the enrollment fee. 02 Get your results: Head to the CETYS campus you applied to to receive your exam results, the enrollment requirements, and information about scholarship and financial aid programs. Campus staff will assist with the next steps and deadlines. 03 Enroll: Gather the required documentation and complete the enrollment process with the help of an advisor who will guide you through the necessary forms and submission steps. The advisor will verify documents and confirm enrollment in the appropriate system. Enrollment completes your admission process.

Scholarships
Undergraduate scholarships and discounts: 01 Student Loan: The CETYS Student Loan covers a percentage of tuition and enrollment fees and can be combined with scholarships and discounts to support family finances. 02 Academic Scholarship for New Students (BANI): Eligibility requires a minimum grade average of 8.5 with all subjects passed and a minimum score on the entrance exam. Application includes filling out the application, providing proof of grades, submitting entrance exam results and proof of address, and submitting other required documents. Benefits range from 25% to 80% scholarship. 03 Alumni Discount: Eligibility includes being the child of a CETYS graduate (any level) or being a CETYS graduate (any level). Benefits include a 10% tuition discount. 04 Continuing Education Discount: A 10% discount on tuition. 05 Corporate Discount: Be part of a group of 5 students sent by a company. Benefits include a 20% discount and the possibility to be combined with other aid. 06 Membership Discount: For chambers or associations sponsoring employees to study CETYS graduate programs. Benefits include a 20% discount and can be combined with other aid. 07 Government Employee Discount: 50% discount for Baja California state government and parastatal staff; 35% discount for IMSS staff. Not applicable to virtual programs. 08 Foreign Student Discount: For students whose families reside outside the campus city. Benefits include a 10% discount. 09 Sibling Discount: 25% discount for families with two or more CETYS students; total support cannot exceed 50% for two siblings or 75% for three siblings; if a high school student benefits, the undergraduate student receives up to 15%. 10 Sponsored Scholarships: Companies and families that establish a scholarship fund at CETYS University support education and transformation through scholarships for CETYS students. 11 High School scholarships (for general reference): Academic Scholarship for New Students (BANI) and Child of Graduate Discount are available benefits for high school entrants.
